
Late last night, after midnight, the Senate reconvened. They took what they wanted out of SB 763, pulling out film and historic preservation and put it in HB 1224 and called it a conference report. They have sent it back to the House for an up or down vote.
Their intention is clear, they have no intention of even hearing it. This is an epic war and if film is dead in NC, no one should support any more incentives programs until we are going to support incentives that are fair across the board. Everyone need to light these folks up.
They are being HIGHLY hypocritical. If they are so AGAINST incentives, why are they so gung ho about HB 1224, the biggest incentive package in NC history? We have to kill HB 1224 in order for film to even stay alive.
They can always bring film back, however if they get 1224, that means they get what they want and can quit and go home. Film will be absolutely dead is HB 1224 passes and they are desperate to pass it.
We should be especially disappointed in Rabon and Goolsby who voted “Aye” on the bill in the Senate.
There were only 3 Republicans,in the Senate that voted against it.

We were absolutely crushed! Then, this afternoon, the House reconvened and removed 1224 from the calendar with the possibility of bringing it up tomorrow. They then did a 3rd reading of SB 763 the bill that includes the film incentives, and passed it again, this time with greater results than yesterday 86 Ayes and 20 Noes with MAJOR bipartisan support..

Regardless of the Senate and their intentions, 763 is very much alive. Again, it was a 86/20 vote. We may just have the leverage we need. If they want 1224, give us 763.

I’m torn, I want film but I also don’t like these handouts to huge corporations. And yes, film incentives are just that, giving money to bribe billion dollar companies to come to your state.
What you said just proves that you have no understanding of what the film incentives do for our state are not handouts they have to spend money first.
But after they spend the money, they do get a check for 25% of their eligible spending from the state (to which the out-of-state production companies pay no income taxes in). Those checks are literally handouts. Why can’t I get the state to refund 25% of my spending??
In order to receive an incentive check …a company, whether they are in state or out – sometimes a NC corp or LLC, or an out of state corp or LLC must file federal and state tax returns. Most companies owe no taxes. However if taxes were to be owed, they must be paid first. Like any company, they do not owe tax because they have no liability here. No income. They only spend. Many companies APPLE, etc are the same. It is a function of state and federal tax law. Not the incentive. As in personal income tax filings, one may have plenty of itemized deductions and owe no money. Regardless, you do have to file income tax and have to pay any amount owed before collecting a rebate.
I find it utterly deplorable the Senators Goolsby and Rabon stood shoulder to shoulder with us at not one, but TWO rallies in support of our cause, preached about how the incentives need to stay in place, and pledged their un-ending support for our cause, and then snatch the rug completely out from under us. I agree Rabon should be totally exposed by his vote! Opportunities will be lost and the direction is backwards with his vote! Wake up voters!
Legislator’s standing on a philosophical soapbox not grounded in reality. Most people that are against film in NC do not have a clue in the difference between an
incentive and a rebate program.
I will remember Goolsby and Rabon at the ballot box. They forgot the people in Southeastern NC and seem to not understand finances.
I work with a company that most of their business comes from film industry. I work in a paint company..what do we have in Wilmington..film and tourism..how many tourist buy paint????

Also want to say I am 51 years old and never voted..I will be voting next year if people don’t come to their senses. I don’t understand why someone would vote to take so much income out of a community! Not even just my business..We don’t have enough industry here to keep people employed and you want to take away a huge part of it. I just want the people who vote this down to make it public why so I can understand the benefits of it. I don’t get it!
